GANG RAPE CASE: TLS commends Police, calls for further action

TANZANIA: Tanganyika Law Society (TLS) President Boniface Mwabukusi has praised the Police Force for taking swift disciplinary action against the former Dodoma Regional Police Commander (RPC), Theopista Mallya, following her controversial statement regarding the gang rape of a 17-year-old girl, which sparked public outrage.
On Monday, the Inspector General of Police (IGP), Commissioner of Police (CP) Camillius Wambura, responded quickly by revoking SACP Mallya’s appointment as Dodoma RPC.
She has since been recalled to the Police Headquarters in Dodoma, with Senior Assistant Commissioner of Police (SACP) George Katabazi taking over her position.
Despite the arrests of individuals now facing gang rape charges in Dodoma, Advocate Mwabukusi urged the Police Force to apprehend the mastermind behind this barbaric act to ensure full justice.

Addressing journalists on Tuesday, the TLS president emphasized the importance of strengthening the gender desks within the Police Force, urging that they be staffed with individuals who are committed to combating gender-based violence.
“These desks should not just be in name, but should be staffed by people who are truly dedicated to fighting these crimes and have the necessary skills to deal with such behaviors. While we applaud the police for arresting the accused, we want to see the person behind the entire act arrested,” said Mwabukusi.
Additionally, he announced that TLS would appoint a special advocate to closely monitor the proceedings of the case, ensuring that justice is served and that the victim receives the rights and protection she deserves.
Four individuals linked to the incident have been charged with gang rape before Resident Magistrate in Charge, Zabibu Mpangule, in Dodoma.
The crime, which occurred between May 25 and 26, 2024, in the Swaswa area of Dodoma, came to public attention in early August when images of the assault circulated widely on social media, sparking public outcry.

The suspects—Clinton Damas, alias ‘Nyundo’; Praygod Mushi; Amini Lema; and Nikson Jackson—were apprehended in Dodoma and the Coast regions and are accused of planning and executing the gang rape.
On Monday, the accused were brought before Resident Magistrate Mpangule for the first hearing.
They denied the charges and were remanded in custody.
The case is set to continue with hearings scheduled until Friday.
